The name of the work is a reference to the mental health diagnostics in Finland that start with the letter ”F”. Each mental disorder has it’s own code in the diagnostics system from F20 to F90. The medicalization of mental illnesses and getting the labeled mentally ill is becoming more and more common, you can give a diagnose to almost every humane feature.
At the diagnose bar anyone can get themselves a mental disorder diagnosis and a prescription for medicine, then literally get labeled mentally ill with a stamp on the forehead or some other body part if preferred. The patients at the diagnose bar also receives medication for their mental illness in the form of jellybeans... and of course get cured.
